Cuando por razón de comisiones transitorias del servicio o por la naturaleza del trabajo que realiza un individuo, se sustraiga del control y observación directa de la respectiva autoridad evaluadora, esta requiere del superior encargado de observarlo directamente toda la información que estime necesaria, a fin de allegar la mayor cantidad de elementos de juicio.
