El presente Decreto rige a partir de la fecha de su publicación, modifica en lo pertinente las disposiciones legales de las entidades oficiales y deroga aquellas que le sean contrarias, en especial las contenidas en el Título II del Decreto 1767 de 1990 y en el Decreto 3079 de 1990.
