IMPOSICIÓN DE LA SANCIÓN. La sanción por parte del Tribunal de Honor se impondrá independientemente de la acción civil o penal a que hubiere lugar. En todo caso la sanción se aplicará una vez establecida plenamente la responsabilidad del inculpado, observando los principios del debido proceso.
