Para facilitar el ejercicio de sus funciones el régimen jurídico del Fondo Rotatorio del Departamento Administrativo Nacional de Estadística, Fondane, en sus operaciones se regirá por las normas aplicables a los establecimientos públicos, con excepción de las modalidades de contratos para el fomento de la ciencia y la tecnología, conforme a las reglas que se adopten en desarrollo de las facultades extraordinarias conferidas por la Ley 29 de 1990.
