Toda persona que teniendo conocimiento de la existencia de un bien oculto del Estado, quiera hacer su denuncio para obtener la participación que digna el artículo 29 del Código Fiscal, dirigirá un memorial en papel sellado al Ministerio de Hacienda y Crédito Público, en que formule propuesta para celebrar contrato con el Gobierno sobre denuncio de un bien oculto, sujetándose a las prescripciones de la ley y condiciones que se determinan en los artículos siguientes, sin que ten obligación de expresar en que consiste el bien que denuncia.
