Administración de los Recursos y Régimen de Contratación . Para efectos presupuestales, los recursos se entenderán ejecutados una vez los mismos sean transferidos al respectivo patrimonio autónomo, el cual sujetará sus actos y contratos a las normas y reglas del derecho privado, observando, en todo caso, los principios contenidos en el artículo 209 de la Constitución Política.
