Sin perjuicio de lo dispuesto en este Decreto, los agentes de retención en la fuente continúan con las obligaciones establecidas en las Leyes 38 de 1969 y 52 de 1977, siéndoles aplicables las sanciones previstas en las mismas, en cuanto no sean incompatibles con las consagradas en este Decreto.
