La acción disciplinaria es pública y se iniciará de oficio, por información de otro empleado o por queja presentada por cualquier persona en virtud del derecho de petición. La iniciación de la acción penal no inhibe a la administración para adelantar la acción disciplinaria e imponer la sanción correspondiente.
