DEL CONCEPTO DE LA COMISION DE PERSONAL. Cuando se trate de declarar la insubsistencia del nombramiento de un funcionario escalafonado deberá oírse previamente el concepto de la Comisión de Personal. Dicho concepto se referirá al cumplimiento de los procedimientos y normas que regulen la calificación de servicios y el mismo no obligará al Superintendente Bancario.
