Procedencia del concurso de méritos. Las entidades estatales deben seleccionar sus contratistas a través del concurso de méritos para la prestación de servicios de consultoría de que trata el numeral 2 del artículo 32 de la Ley 80 de 1993 y para los proyectos de arquitectura. El procedimiento para la selección de proyectos de arquitectura es el establecido en el Decreto número 2326 de 1995, o la norma que lo modifiquen, aclaren, adicionen o sustituyan.
