La Entidad Estatal debe hacer durante la etapa de planeación el análisis necesario para conocer el sector relativo al objeto del Proceso de Contratación desde la perspectiva legal, comercial, financiera, organizacional, técnica, y de análisis de riesgo. La Entidad Estatal debe dejar constancia de este análisis en los Documentos del Proceso.
