Ninguno de los escritos, actuaciones y documentos de que trata el artículo 3°, podrá ser aceptado por funcionarios oficiales, ni podrá ser tenido como prueba, si no estuviere escrito en papel sellado, con el lleno de los requisitos indicados en los artículos 11, 12 y 13, mientras no se revalide en la forma prevista en los artículos 31, 32 o 33, según el caso. En los procesos civiles se aplicarán las normas previstas en los artículos 103 y 104 del Decreto número 1400 de 1970.
