El impuesto de papel sellado se hará efectivo, ordinariamente, mediante el empleo del papel descrito en el artículo 12. Asimismo, podrá hacerse efectivo mediante la adherencia y anulación de estampillas, o la impresión de sellos especiales en el papel sellado o común, y también por medio de consignación efectiva acreditada por recibos oficiales de Caja, de acuerdo con las reglamentaciones que expida el Gobierno.
