Serán sancionados con multas de cinco (5) salarios mínimos mensuales vigentes los propietarios de vehículos de servicio público colectivo de pasajeros que estén prestando servicio y no se encuentren vinculados legalmente a una empresa de transporte terrestre automotor. En caso de reincidencia, la multa se duplicará. Para el evento contemplado en el presente artículo, se dará aplicación a lo previsto en el
