En aquellas áreas metropolitanas en donde la Asamblea Departamental no le haya asignado esta función al Alcalde Metropolitano, los Alcaldes de cada Municipio que conformen dicha área o la autoridad en quien deleguen, desempeñaran autónomamente las funciones asignadas mediante el Decreto 0080 de 1987 y las que se delegan en el presente Decreto, a excepción de lo relacionado con las rutas y horarios o frecuencias de despachos y áreas de operación, cuando éstas cubran dos o más municipios dentro de dicha área.
