El Ministerio de Desarrollo Económico, el Instituto de Comercio Exterior y las entidades que sean competentes deberán tener en cuenta las recomendaciones del Instituto Nacional del Transporte sobre las necesidades y especificaciones del equipo automotor destinado al transporte público municipal colectivo de pasajeros y mixto, antes de aprobar la importación, ensamblaje o fabricación de tales equipos.
