La autoridad competente al reestructurar oficiosamente el servicio seguirá el siguiente procedimiento

Realizará un estudio técnico bajo condiciones normales de la demanda.

Dará traslado de dicho estudio personalmente al representante legal de cada una de las empresas legalmente constituidas que puedan resultar afectadas con la decisión por el término de diez (10) días. Dentro de dicho término contado a partir del día siguiente a la notificación, las empresas deberán presentar sus oposiciones. e) Vencido el término anterior, la autoridad competente decidirá mediante acto administrativo motivado.
