Cuando dos o más empresas conformen sociedades comerciales administradoras y operadoras de sistemas o subsistemas de transporte terrestre automotor con rutas asignadas a ellas, no requerirán del procedimiento de adjudicación señalado en los artículos anteriores y podrán entrar a servirlos con la aprobación de la licencia de funcionamiento que se le otorgue a la sociedad.
