ARTICULO 235. CONVENIOS DE DESEMPEÑO. El artículo 23 de la Ley 489 de 1998 quedará así: "Artículo 23. Convenios de desempeño. Los ministerios y departamentos administrativos podrán celebrar convenios de desempeño con otros organismos y con sus entidades adscritas o vinculadas."
