ARTICULO 2. AMBITO DE APLICACION. El presente decreto se aplicará a todos los organismos y entidades de la Administración Pública que ejerzan funciones de carácter administrativo, en los términos del artículo 39 de la Ley 489 de 1998 y a los particulares cuando cumplan funciones administrativas.
