Artículo primero. Autorízase a la Oficina Reguladora de Precios del Ministro de la Economía Nacional para hacer, cuando lo estime conveniente, la congelación o la modificación de los precios de venta, para todo el país, de los siguientes productos de las industrias nacionales o extranjeras: Harinas de trigo y de maíz, maicena y demás productos manufacturados del maíz, azúcar, panela, chocolates, pastas alimenticias, mantecas y aceites vegetales, leches condensadas, evaporadas o modificadas y afrechos de fábricas de cerveza.
