(Transitorio). Las licitaciones, contratos, órdenes de pedido y demás actos que impliquen ordenación del gasto, y se encuentren en trámite a la fecha de vigencia de este decreto, continuarán su proceso de tramitación de acuerdo con las normas establecidas en el mismo, sin que se requiera refrendación de los actos ya cumplidos o reiniciación del trámite y su perfeccionamiento y ordenación de pago las harán los Presidentes del honorable Senado y la honorable Cámara respectivamente.
