ARTICULO 3° . Créase como contribución especial para el restablecimiento del orden público por el año 1991, una sobretasa equivalente a dos puntos porcentuales (2%),adicionales a la tarifa del 12% del impuesto sobre las ventas actualmente vigente para el servicio de teléfonos de larga distancia internacional.
