El presente Decreto rige a partir de la fecha de su publicación, deroga el Decreto 445 de 1993 y suspende las disposiciones que le sean contrarias. Su vigencia se extenderá por el tiempo de la Conmoción Interior, sin perjuicio de que el Gobierno la prorrogue de conformidad con lo previsto por el inciso 3° del artículo 213 de la Constitución.
