ARTICULO 11 . Este decreto rige a partir de la fecha de su publicación, deroga los Decretos 100 de 1988 y 80 de 1990 y demás disposiciones que le sean contrarias, y surte efectos fiscales a partir del 1º de enero de 1991, a excepción de lo dispuesto en el artículo 9º del presente decreto.
