°. Modifíquese el artículo 6° del Decreto 4819 de 2010 el cual quedará así: "Artículo 6°. Transferencia de recursos. El Fondo podrá transferir recursos a entidades públicas del orden nacional o territorial y a entidades privadas para ser administrados por estas. El Consejo Directivo del Fondo establecerá mediante reglamento las condiciones en que se realizarán las transferencias de que trata el inciso anterior, el control de su utilización, previa aprobación de un plan de inversiones. La administración de dichos recursos será responsabilidad del jefe de la respectiva entidad a la cual se le efectuó la transferencia.
