El Director del Departamento Administrativo de la Presidencia de la República, o su delegado quien lo presidirá.

Seis (6) representantes del Presidente de la República. El Director General de la Unidad Nacional para la Gestión del Riesgo de Desastres, asistirá a las reuniones del Consejo Directivo, con derecho a voz pero sin voto. El Consejo Directivo se reunirá con la periodicidad que se establezca en el reglamento.
