Las sumas que se liberten por concepto de esta Ley, las dedicará exclusivamente el Municipio de Popayán a las empresas de servicio público, como alumbrado, teléfonos, ampliación de las redes de acueducto, alcantarillado, hospital y a habitación para empleados y obreros.
