El artículo 69 de la Constitución Nacional quedará así:
Las Cámaras se abrirán y clausurarán pública y simultáneamente. Sin embargo, cuando el Congreso no se encuentre reunido podrá el Gobierno convocar únicamente a una de las Cámaras por el tiempo necesario y para el solo efecto de que ejerza cualquiera de las atribuciones especiales de que tratan los artículos 96, 98 y 102.
