Modifíquese el inciso 1 del artículo 31 del Decreto 1165 de 2019, el cual quedará así: "ARTÍCULO 31. DISPOSICIONES GENERALES SOBRE GARANTÍAS. En el evento de incumplirse la obligación garantizada, en el mismo acto administrativo que así lo declare se ordenará hacer efectiva la garantía por el monto de los valores o de los tributos aduaneros y sanciones de que se trate, así como los intereses a que hubiere lugar."
