El Presupuesto del Fondo de Comunicaciones se adoptará mediante resolución del Ministerio de Comunicaciones, previo visto bueno de la Dirección General de Presupuesto del Ministerio de Hacienda y Crédito Público. La vigilancia fiscal del Fondo de Comunicaciones será ejercida por la Contraloría General de la República, teniendo en cuenta su naturaleza y fines.
