Los recaudadores, en los puntos en donde se descarguen efectos de los que, de subida, conduzcan los buques de vapor, deberán presenciar la descarga i confrontar las guías que se les presenten con las marcas, números &.ª de los efectos desembarcados, con el objeto de cobrar el impuesto sobre los que no estén incluidos en las guías.
