Para que un ciudadano pueda votar a partir de 1980, en municipio distinto al de la expedición de su cédula deberá inscribirse hasta un mes antes de las elecciones respectivas, donde desee depositar su voto. Pasadas las elecciones las cédulas volverán a figurar en el censo correspondiente al lugar de su expedición. Quienes hayan cambiado de domicilio podrán solicitar hasta tres meses antes de las elecciones el cambio de radicación de su cédula. Esta nueva radicación será permanente mientras no se obtenga una distinta. El último cambio de radicación anulará las anteriores en el censo electoral.
