Articulo 3° Autorízase a los Municipios de los Departamentos del Valle del Cauca, de Caldas y del Cauca, para aumentar el impuesto predial en un cuarto por mil sobre los avalúos respectivos. Este aumento podrá ser decretado por el Alcalde del respectivo Municipio, con la sola aprobación del Gobernador del Departamento.
