Cada ocho años se hará el censo general de la República, observándose al efecto las prescripciones de la ley de la materia, y, desde que se apruebe por el Congreso regirá en todos los actos oficiales. El Congreso puede aprobar el censo total o parcialmente, cuando en, algunas localidades no se hayan ejecutado los trabajos o se hayan ejecutado de una manera indebida.
