Para los efectos previstos en esta Ley, créase el Instituto Tutelar, que dependerá de la Dirección Nacional de Higiene y Asistencia Pública. El Instituto tendrá capacidad suficiente para albergar a los menores desamparados que las circunstancias indiquen.

Se autoriza al Gobierno para contratar los servicios del establecimiento denominado San Antonio, que funciona en Bogotá bajo la dirección suprema del Ilustrísimo señor Arzobispo Primado, o de otro cualesquiera de índole semejante, propia para ampliarlo y adaptarlo a los fines de la presente Ley.
