Destinase la suma de cien mil pesos ($100.000.00) para auxiliar la construcción de la moderna cárcel que actualmente adelanta el Departamento de Caldas en la Ciudad de Pereira. Esta suma se incluirá en el presupuesto de la próxima vigencia y, si esto no fuere posible, facultase al gobierno para verificar los traslados necesarios o realizar las operaciones de crédito suficientes para dar cumplimiento al presente artículo.
