Art. 15. Al fin de cada año escolar los Gobernadores de los Departamentos rendirán al Gobierno un informe minucioso sobre educación secundaria existentes en cada uno de ellos, y propondrán las medidas que en su concepto deban adoptarse para mejorar la enseñanza.
