Art. 20. El período de los suplentes será de dos años contados desde el 1º de Septiembre siguiente á su elección. Si por cualquiera circunstancia dejare de hacerse la elección, continuarán los últimamente nombrados mientras no renuncien ó no se haga nuevo nombramiento; pero la demora en hacerlo no altera el periodo de los que últimamente se nombren, el cual se contará desde el día en que ha debido principiar.
