Es obligación de los miembros del Congreso, formar parte de alguna de las Comisiones Permanentes, pero únicamente podrá ser miembro de una de ellas. Sin embargo, los miembros de la Comisión de la Mesa, de la Instructora del Senado, de Acusación de la Cámara, de Justicia Interior y de Credenciales, podrán ser miembros de otra Comisión. Un miembro del Congreso puede serlo a la vez de varias Comisiones Accidentales.
