Si la ciudad de El Carmen (Bolívar) cediere a la Nación el lote de terreno que elija el Ministerio de Salud Pública para la construcción del Hospital Regional de que trata la presente Ley, el Gobierno iniciará la construcción precisamente dentro de la videncia fiscal de 1961,
