En el Presupuesto de la próxima vigencia se apropiarán las partidas necesarias para el cumplimiento de lo ordenado en los artículos anteriores, o en su defecto, se autoriza al Gobierno para hacer los traslados presupuéstales y los créditos y contracréditos que sean necesarios.
