El Ministerio de Gobierno formulará pliegos de cargos acomodados a las costumbres y necesidades de las diferentes regiones del país, para los casos en que haya necesidad de hacer contratos en licitación pública, y los someterá previamente a la aprobación del Consejo de Estado, a fin de que puedan sufrir sus efectos legales.
