Autorízase al Gobierno Nacional para que se asocie a la celebración de unas efemérides, con motivo de cumplirse 200 años del nacimiento de Sebastián Romero (más conocido como el "Chano Romero"), acaecido en Sincé, departamento de Sucre, en 1801, figura arquetípica de las Sabanas del Caribe, paradigma y símbolo del hombre pujante, íntegro, trabajador, quien además, institucionalizó las fiestas de corralejas en Sincelejo y en el resto de la región.
