ARTICULO 31. DEL ESTABLECIMIENTO DE LAS PLANTAS DE PERSONAL. Con sujeción a la nomenclatura y a la clasificación de empleos por niveles, a las funciones y requisitos generales de que trata el presente decreto, las autoridades territoriales competentes procederán a establecer las plantas de personal y los correspondientes manuales específicos de funciones y de requisitos.
