Art. 4.° El Consejo se reunirá cada vez que lo convoque el Gobernador del Departamento ó el Rector de la Escuela; tendrá quorum para deliberar cuando esté presente la mayoría de los individuos que deben formarlo, y resolverá los puntos que discuta por la mayoría absoluta de los concurrentes á la sesión.
