Si por cualquier circunstancia, faltando diez días para la expiración de la vigencia fiscal en curso, los Consejos Administrativos Departamentales no hubieren votado el presupuesto departamental para la vigencia fiscal siguiente, entrará a regir, con la aprobación del Gobierno Nacional, el presupuesto presentado por el Gobernador. Igual cosa ocurrirá si el Consejo Municipal se pusiere en receso sin votar el presupuesto municipal. En este caso la aprobación corresponderá al Gobierno Departamental.
