Autorízase al Gobierno para que en el caso de no llevarse a efecto la negociación para la apertura de Bocas de Ceniza, abra en el Presupuesto el crédito adicional correspondiente hasta por la suma de cuarenta y ocho mil pesos ($ 48.000)a que se refiere el Artículo 368, Capítulo 70, del Presupuesto extraordinario del Ministerio de Obras Públicas.
