El Gran Consejo Electoral de que habla el artículo 133 de la Ley 7 de 1888 se compondrá de nueve miembros principales y nueve suplentes, elegidos en votaciones distintas, cinco por la Cámara de Representantes y cuatro por el Senado, conforme al sistema de voto incompleto.

Parágrafo Transitorio

La Asamblea Nacional, en sus presentes sesiones, elegirá por el mismo sistema todos los miembros del Gran Consejo Electoral que debe funcionar próximamente, y cuyas atribuciones empezaran apenas sea promulgada la presente Ley.
