Cuando la Junta Directiva considere necesario reformar los estatutos del Instituto, discutirán y aprobará con el voto afirmativo de dos terceras (2/ 3) partes de sus miembros el proyecto respectivo de reforma, y lo someterá a la aprobación del Gobierno Nacional.
